The crowd crush and stampede accident at Halloween festival in Itaewon was a fatal tragedy that brought South Korea into deep mourning. Hundreds of people (156 updated by KBS today), including young people in their 20s and a promising actor, killed during the unexpected crowd surge that happened due to alleged intentional pushing.
During Itaewon stampede, many civilian heroes at the scene joined hands in a rescue effort for the victims, including celebrity actor Yoon Hong Bin. In multiple testimonies and social media posts, celebrity and actor Yoon Hong Bin finally recounted the full story of what happened when he tried to rescue Itaewon stampede victims.
What Happened at Itaewon Halloween Stampede – According to Actor Yoon Hong Bin
In his testimony on October 30, celebrity and actor Yoon Hong Bin recounted the full story about what happened during Itaewon stampede.
It was like he was destined to be there. Yoon Hong Bin stated although he usually didn’t like crowds, he decided to go to Itaewon. Yoon Hong Bin believed that he might need to enjoy festivals once in a while. Therefore, the celebrity decided to go to Itaewon Halloween festival, unaware he would encounter the stampede tragedy.
“For the first time in my life, I went to Itaewon to enjoy Halloween. But yesterday, I experienced disaster right before my eyes.”

By the time he arrived at the scene, Itaewon was already full of crowds. The main street was already chaotic. Yoon Hong Bin and his girlfriend experienced firsthand being inside the crowd and floating around, getting themselves pushed from all sides. He already thought the situation was dangerous.
“The main street was extremely chaotic. My girlfriend and I got pushed around, floating around the streets. I already said it was dangerous and I heard people shouting ‘Don’t push me’ and ‘Push’ simultaneously.
The crowd pushed me back and forth dozens of times, that I almost fell. Then, a woman next to me fell and tried to get up. But people couldn’t see her falling, so they kept pushing her down. I could barely get her up, but we had to try for dozens of minutes to get out.”

Actor Yoon Hong Bin Witnessed the the Stampede and Then Tried to Help the Victims
Furthermore, celebrity and actor Yoon Hong Bin explained what happened during Itaewon stampede. He witnessed people carrying the victims away and he immediately thought of a crowd crush and stampede accident happening at Itaewon.
More and more victims appeared during the Itaewon stampede, and the ambulance couldn’t carry them all. Therefore, they decided to put people down on the street and conduct CPR right away. It was at this time that he decided to help.
He performed CPR on a victim for over 20 minutes while his girlfriend massaged the victim’s limbs. They gave the victim mouth-to-mouth artificial respiration and desperately prayed for the victim to regain consciousness. But even after all the endless efforts, he couldn’t save the victim.
“I performed CPR for over 20 minutes. My girlfriend massaged the victim’s arms and legs as well. We tried everything to mouth-to-mouth respiration while crying and praying that the victim would regain consciousness.
At the time, dozens of people were performing CPR on the Itaewon stampede victims in the alley. You could hear all of us screaming and begging the victims to open their eyes.
Unfortunately, only one victim from my side of alley could eventually regain consciousness. And I failed to save the victim I was helping.”

The testimony from celebrity Yoon Hong Bin was about dozens of civilians who volunteered to perform CPR on Itaewon Halloween victims. At the time, there was a shortage of paramedics, so they asked for help from civilians who could perform CPR. As a result, many people volunteered to help, including Yoon Hong Bin.
The Halloween Stampede Incident was Entirely Preventable
Finally, celebrity and actor Yoon Hong Bin believed that Itaewon Halloween stampede was entirely preventable. From the first time he arrived at the festival, he only witnessed the police guarding the main street. And no police officers were available around the World’s Food Street. That is why people started to mix chaotically.
Yoon Hong Bin also stated that there were already premonitory signs of disaster and news of large crowds. He believed that when people began gathering on the World’s Food Street, more officials should have been dispatched there rather than on the main street.
“The Itaewon stampede was a disaster that had sufficient premonitory symptoms and was entirely preventable.
There was already news and expectations of large crowds and the police should have been standing by on the World’s Food Street where people actually gathered, not the main street.
I understand many police officials are already having a hard time and suffering a lot but I cannot shake the thought that police officers could have been there to guide people to walk from one side.
Although it may not the main cause and reason, I regretted the fact that misplaced police deployment has proved to fail in preventing the disaster.
So please, I hope everyone will make intense efforts together so this disaster does not happen again.”

South Korean Government Under Fire What Happened at Itaewon Stampede and the Loss of Fallen Victims
The severity of Itaewon stampede incident and lack of crowd control, protection, and security bring public criticism towards President Yoon and the government.
The general public believed that during 2017 and 2018, people gathered at Itaewon Halloween festival in much larger crowds. However, everything went under control because there was enough security at the time. There were police officers with organized police lines everywhere, accommodating about 200,000 people during the 2017 Halloween.
But there was no such thing in 2022, even when the expected crowd was reportedly going to be much more massive.

People also pointed out that the police officers were all occupied by President Yoon after he decided to move his office to Yongsan. Approximately 700 police officers were on duty to guard the president. Therefore, only 200 were available to provide protection for Itaewon Halloween festival.

Meanwhile, the South Korean government has reportedly refused to take full responsibility for what happened to the victims and the whole Itaewon Halloween stampede. Instead, the government claimed the incident was unavoidable. South Korea’s Minister of Interior and Safety even stated that deploying police or firefighters in advance would not have made any difference.
Unfortunately, the public says otherwise.
WANTED: A Man in Bunny Ears!
At last, during an investigation of the alleged intentional pushing that resulted in fallen victims at Itaewon Halloween stampede, witnesses mentioned ‘A Man in Bunny Ears’.
Eyewitnesses stated that they saw a group of 5-6 people consisting of Koreans-foreigners and ‘a man in bunny ears’ started pushing the crowd. Police is now investigating every possibility that may cause the Itaewon stampede accident.
However, if the reports were true, the perpetrator would face various crimes, including assault, murder, and manslaughter. However, unfortunately, it is impossible to blame one person for the entire disaster, according to professor Um Gun Woong of Police & Fire Administration at U1 University.
“If someone pushes you with the intention of harm, various criminal laws may be at stake. However, it may be difficult to pinpoint one specific person of voluntary participation for the entire incident.”
