Amidst their marvelous beginning and stellar reputation, HYBE new girl group has to face bullying scandal and controversy once again regarding its member, Kim Garam. And this time, the alleged bullying victim of the Kim Garam scandal has come out with proof of restraining order and testimony.
It all started when local news reported proof of restraining order regarding the Kim Garam bullying scandal. In addition to the restraining order, new testimony from Kim Garam’s classmates emerged. It confirmed that she indeed belonged to the classroom mentioned in the claims.

So, what really happened to Kim Garam? What makes Kim Garam bullying scandal such a huge issue, and does the suspicion have any base at all?
Proof of Restraining Order
On May 15, new evidence appeared regarding LE SSERAFIM member Kim Garam bullying scandal controversy. A supposed witness of Kim Garam bullying scandal posted a picture of a restraining order proof. This restraining order came from the Autonomous Committee for Countermeasures against School Violence. The committee had issued the document against Kim Garam and several other students involved in the bullying scandal.
The proof of restraining order showed Kim Garam and several other students’ names as the perpetrators of the bullying scandal. The document came from 2018 from a school violence committee meeting when Kim Garam was in first grade of middle school (7th grade). At the time, she belonged to the same class as the victim, Class 3.
“We inform you about the action we’ll be taking in compliance with Articles 16 and 17 of the Act on the Prevention of and Countermeasures Against Violence in Schools.”

What is Prevention and Countermeasure against School Violence Act?
According to South Korean law, Article 16 & 17 of the Prevention and Countermeasure against School Violence Act deals with the school’s right to take action both for the victim and against the perpetrators.
Article 16 states that the school has the right to take action, including providing temporary protections, treatments, psychological counseling, class changes, and/or other measures necessary for the victim’s security and wellness.
At the same time, Article 17 stated that the school could also issue punishments to the bullies. The penalty includes a written apology, a restraining order that bans the bullies from contacting the victims, school/community services, a designated educational course or psychological treatments, class changes, suspensions, school transfers, or expulsion.
All these rights and actions will be available based on the decisions and countermeasure by the school violence committee.
Additional Photo Evidence from Alleged Witness
In addition to the proof of restraining order, an alleged witness uploaded photo evidence. This photo confirmed that Kim Garam indeed belonged to the Class 3 Grade 1 during her middle school.
The photo showed Kim Garam on a school trip wearing a #3 T-shirt along with her classmates. In the caption, the alleged witness stated that it was true Kim Garam belonged to the Class 3 of Grade 1 at Kyeongin Middle School.

However, as of today, Kyeongin Middle School refused to reveal any position they take regarding the Kim Garam bullying scandal.
The Alleged Victim Finally Stepped Up with Testimony Through Her Lawyer
Along with the proof of restraining order and school trip photo, the alleged Kim Garam bullying scandal victim finally stepped up with a testimony.
On May 19, South Korean media reported that the Kim Garam school bullying scandal victim decided to speak up through her legal representative, Daeryun Law Firm. In the testimony, Daeryun Law Firm used an alias, Yoo Eunseo, to secure the victim’s privacy.
The School Bullying Happened in April to Early May 2018
The victim of Kim Garam bullying scandal, Yoo Eunseo, shared a testimony with a full story of what had happened. Apparently, she became the school violence victim of Kim Garam and her friends from April to early May 2018. As a result, Yoo Eunseo decided to transfer school two weeks after the incident. That is because she could no longer withstand the constant bullying even after receiving psychological counseling.
Meanwhile, Kim Garam and her friends received 6-hours of special education. While their parents must also undergo 5 hours of parent education.
The Victim Received Online Harassment After Kim Garam Bullying Scandal Went Public – Resulting in Panic Attacks
Due to enduring the school violence she received from Kim Garam and her friends, Yoo Eunseo suffered from severe anxiety even after she transferred.
Moreover, when Kim Garam bullying scandal went public with all its proof, the victim began receiving hate messages through her social media account, accusing her of maliciously slandering Kim Garam. Even when several posts appeared on the online community regarding Kim Garam bullying scandal, the hate messages still accused her of organizing the whole movement.
As a result, the anxiety worsened, and Yoo Eunseo suffered from frequent panic attacks and difficulty breathing.
A Suicide Attempt
The online harassment directed at the victim started worsening after HYBE released statements that Kim Garam was actually the victim of the bullying scandal herself.
Anonymous messages from unidentified people continued threatening the victim, resulting in her declaring that everything would end if she died. She couldn’t take on the second wave of anxiety attack from the general public and reportedly attempted suicide.
Hence, the victim’s parents decided to stop her studies and consider her to drop out of school. For the past seven weeks, Yoo Eunseo has undergone treatments from a psychiatrist.
“Yoo Eunseo could not endure the extreme anxiety and fear caused by the second round of attacks made on her. Hence, she eventually attempted suicide. The incident resulted in Yoo Eunso and her parents’ decision to stop her studies and expressed their intention to have her drop out of school.
Currently, Yoo Eunseo is being treated by a psychiatrist without attending school for the past seven weeks before finalizing the withdrawal process. In addition, her mother has stopped all of her personal activities to take care of her and prevent her from attempting to take her life again.”

Kim Garam Bullying Victim Demands Apology from HYBE
At the end of the day, the legal representative demanded HYBE stop twisting the truth and apologize based on what had really happened to Kim Garam school violence and bullying scandal.
“The victim did not ask for any compensation, but she urged for the deletion of the statement that was different from the truth, to make a statement based on the facts, an apology, and simply just the truth.
Yoo Eunseo and her guardian wanted to stop a second offense more than receive compensation.”

The legal representative also mentioned that if HYBE decided to maintain its twisted position, they would reveal the full report of the School Violence Countermeasures Committee, including the case summary, victims’ statements, and all the threatening text messages.
“In this statement, we omitted detailed descriptions of the school violence that Kim Garam committed against Yoo Eunseo in hopes of an amicable resolution to the problem.
HYBE did not provide a sincere apology to the victim, Instead they stated that the allegations were slander and Kim Garam was the victim.
Therefore, if HYBE continues to maintain this position, we’re considering releasing the full report from the School Violence Countermeasures Committee. It will include the summary of the case, as well as the victim statements during the investigations as well as descriptions of the horrible abuse.
Moreover, we will also release the curse-filled, threatening text messages that the abuser had sent the victim to trap her to where the abuse took place.”

HYBE Will Announce Their Own Evidence Regarding Restraining Order and Statement from Victim of Kim Garam Bullying Scandal
The proof of restraining order and testimony from the victim of Kim Garam bullying scandal caused HYBE to speak up.
On May 19, HYBE asked the public to refrain from making conclusions based on one side of the story. They are currently compiling and organizing its stance in more elaborate and systematic evidence. Therefore, HYBE and Source Music will later announce their position after investigating all the claims.
LE SSERAFIM Cancels ALL Schedule Today
Following the growing controversy of Kim Garam bullying scandal, Source Music stated on May 20 that they would cancel all LE SSERAFIM’s schedule for the day.
